Paraguay Chamber of Deputies orders audit of electronic ankle bracelet system

The Chamber of Deputies has approved a parliamentary oversight requirement to audit the costs, coverage, and technical failures of electronic ankle bracelets used for citizen security. The resolution formally requests that the Executive Branch and the Ministry of the Interior provide detailed data regarding the Electronic Control Device Monitoring System (SIMDEC).

The request, promoted by Deputy Alexandra Zena, seeks a chronological and administrative breakdown of tenders, including the amounts awarded to private consortia, contract modalities, and the current stock of devices available to the justice system. Technical specifications requested include the brand, model, and estimated lifespan of the equipment.

Additionally, the legislature demands transparency regarding the number of operational devices across the country, categorized by department, district, and judicial case. The oversight also focuses on technical reliability, requesting the history of alerts, false alarms, or transmission failures detected by the Electronic Control Device Monitoring Office (OMDEC), as well as the response protocols used by the National Police in cases of device tampering.
