Paraguay investigation reveals over 1,000 irregular academic titles

The Comptroller General of Paraguay, Camilo Benítez, has reported that 1,090 academic titles belonging to 1,082 public officials lack verification from the universities listed. This preliminary investigation covers 35 state institutions, with a significant concentration of cases—over 800—within the Ministry of Education and Science (MEC).

In response, the MEC has annulled the professional licenses of 108 private-sector educators and initiated 12 administrative proceedings against public sector employees. Additionally, four internal investigations have been launched against ministry staff suspected of using irregular titles to obtain undue salary increases and economic benefits.

The investigation also highlighted risks in the healthcare sector, identifying 146 medical professionals who graduated from universities that were either unaccredited or lacked mandatory quality certification from ANEAES. The Comptroller has filed a formal complaint with the Public Ministry to investigate potential criminal activities, including the fraudulent use of documents.
