Paraguay considers new Ministry of Mines and Energy

Paraguay is experiencing a shift in its energy landscape as cryptocurrency mining evolves from a marginal activity into a significant economic component. The sector, which leverages the country's abundant hydroelectric resources, is projected to generate approximately USD 350 million in revenue for the state electricity provider, Administración Nacional de Electricidad (ANDE), by 2026. Currently, about 41 companies operate under a specific regulatory regime for intensive consumers.

In response to the growing importance of energy in the global economy—particularly regarding artificial intelligence and technological revolutions—President Santiago Peña has proposed the creation of a Ministry of Mines and Energy. The proposed ministry would serve as a regulatory body and arbitrator for the sector. Peña emphasized the need for stronger institutional frameworks to manage the country's energy wealth and potential mineral resources, such as uranium and rare earths, as existing contracts for large consumers and data centers are set to expire toward the end of 2027.
