Paraguay experts debate impact of preventive detention
In Asunción, Paraguay, judicial and academic experts convened for the “New Challenges of the Penitentiary System” conference. Organized by the Centro de Estudios Judiciales with support from the European Union, the event addressed the impact of preventive detention, criminal governance within prisons, and the state's ability to maintain control over correctional facilities.
Carolina Llanes, Minister of the Supreme Court of Justice, emphasized that preventive detention must remain an exceptional measure as mandated by the National Constitution and the Code of Criminal Procedure. She noted that magistrates should apply these regulations without being influenced by social media pressure. Discussions also highlighted judicial improvements, such as the implementation of remote hearings and the streamlining of cases in the Buen Pastor women's prison.
