Paraguay institutions coordinate faster payments for construction debt

Public institutions in Paraguay are coordinating efforts to accelerate the payment of moratory interest on debts owed to construction companies. The initiative involves the Ministry of Public Works and Communications (MOPC), the Ministry of Economy and Finance (MEF), the National Directorate of Public Procurement (DNCP), the Paraguayan Road Chamber (Cavialpa), and the Paraguayan Chamber of Construction (Capaco).

The coordination aims to streamline the processing of work certificate interest payments and unify criteria between the state and the private sector. Following the enactment of Law No. 7699/2026, which authorizes interest payments for work certificates and the issuance of public debt titles, the MOPC has established a specific procedure for contractors and inspection firms to submit requests through the Ministry’s Single Entry Desk.
