Paraguay joins ICAO Legal Committee meeting in Canada

Gustavo Cáceres, legal advisor to Paraguay’s National Directorate of Civil Aeronautics (Dinac), is leading a Paraguayan delegation to Canada for the International Civil Aviation Organization (ICAO) Legal Committee.

The 40th session of the committee will address several critical international aviation issues. Key agenda items include procedures for states to fulfill obligations under Article 12 of the Chicago Convention and the role of the International Technical Commission on Explosives regarding plastic explosives detection.

Experts will also review the legal aspects of integrating unmanned aircraft operations into civil aviation and promote the ratification of international aeronautical law instruments. Additional discussions will cover cyber threats to the international civil community and legal issues related to global satellite systems for air navigation and international air transport.
