Paraguay joins US-led Pax Silica Declaration for AI infrastructure
Paraguay has officially become the 26th signatory to the Pax Silica Declaration, a US-led global initiative designed to coordinate the production of strategic components and secure the supply chains necessary for artificial intelligence expansion.
The agreement was formalized at the US State Department in Washington, signed by Paraguayan Foreign Minister Rubén Ramírez Lezcano and US Under Secretary of State for Economic Affairs Jacob Helberg. The pact aims to link energy resources, critical minerals, and semiconductor supplies to build what the State Department described as “super intelligence infrastructure in the Americas.”
Paraguayan President Santiago Peña stated that the move aims to transition the nation from a technology consumer to a producer by leveraging its abundant hydroelectric power and mineral resources to attract investment and create jobs. While the declaration establishes a framework for cooperation regarding data centers and strategic minerals, the announcement did not disclose specific mining projects, construction schedules, or confirmed financial commitments.
