Paraguay Justice Minister details inmate transfer sequence

Paraguayan Justice Minister Rodrigo Nicora released a chronological sequence of events regarding an incident involving inmate Hugo Javier to ensure transparency. According to the official report, the inmate entered his cell without visible issues and was transferred to the Hospital de Barrio Obrero around 23:30, approximately ten to fifteen minutes after guards were alerted to his health condition.

Review of closed-circuit television footage indicates that no unauthorized persons entered the differentiated area. The only other individual present was the inmate's cellmate, Luis Giménez, who has no history of violent behavior in the facility. Giménez testified that he was sleeping when he heard a loud impact and found his cellmate lying face down on the floor.

Forensic evidence collected by the Forensic Laboratory and the National Police Criminalistics Department is currently being analyzed by the Public Ministry to determine the scientific cause of the injuries. Witnesses, including nursing professional Luz Aquino, the cellmate, and duty guards, have provided statements to the Prosecutor's Office.
