Paraguay healthcare crisis deepens as doctors submit mass resignations
Paraguay is facing a significant healthcare crisis as medical specialists stage mass resignations and strikes following failed negotiations with the government. The primary dispute centers on a demand for a generalized salary increase of 3 million guaraníes per contract. Minister of Economy and Finance Óscar Lovera has rejected this demand, citing a cost of between USD 130 million and USD 150 million as unfeasible. Instead, the government is proposing a merit-based professional career plan and has committed to transitioning 2,390 doctors from contract to permanent status.
While the government has addressed three other demands—including payment for holidays worked and increased funding for medicines and supplies—medical unions remain unsatisfied. The 2027 budget proposal includes USD 760 million for health resources, a significant increase intended to address supply shortages and debt, but doctors argue that the proposed career plan lacks concrete implementation timelines.
