Paraguay road network remains 83.7% unpaved

Paraguay's Ministry of Public Works and Communications (MOPC) has reported that 83.7% of the nation's road network consists of unpaved dirt roads. Out of a total network of approximately 78,800 kilometers, only 12,912 kilometers are currently paved or improved with surfaces such as asphalt, concrete, cobblestone, or gravel.

The MOPC identified the extensive dirt road network as a primary challenge for national road management, noting its impact on economic, social, and productive activities. Improved connectivity is cited as essential for market access, education, emergency services, and daily employment commutes.

To address these challenges, the MOPC projects a 34% budget increase to drive road connectivity projects. Looking toward 2027, the ministry aims to prioritize high-impact developments in densely populated areas and integrate public spaces such as linear parks, hospitals, and schools into its infrastructure planning.
