Paraguay seeks to strengthen financial and mining frameworks

Paraguay is working to strengthen its economic and industrial frameworks to attract investment. Orlando Ferreira, head of finance at BID Invest, highlighted that the country possesses a solid institutional and legal framework that maintains investor confidence through economic stability and legal certainty. He noted that preserving the country's investment grade remains essential for its attractiveness as a capital destination.

In the industrial sector, the Paraguayan government is seeking to implement a more modern and robust Mining Code. Minister of Industry and Commerce Marco Riquelme emphasized the need for a legal framework that supports not only extraction but also domestic mineral processing to avoid exporting only raw materials.

Currently, three major projects involving uranium and titanium are nearing the exploitation stage, supported by companies such as the U.S.-based Uranium Energy Corp. However, the Chamber of Paraguayan Mining (Capami) notes that the country currently lacks the industrial base required to process these minerals. The proposed new Mining Code, being prepared by the Vice Ministry of Mines and Energy, aims to introduce mechanisms like joint ventures and mining mortgages to facilitate development.
