Paraguay sees surge in residency applications from Brazilians

Residency applications in Paraguay have seen a significant increase, with the National Directorate of Migrations (DNM) reporting 33,243 requests in the first half of 2026. This represents a 62% increase compared to the same period in 2025. Brazilians account for 59% of these requests, totaling 19,518 applications.

Under the Mercosul Residency Agreement, Brazilians can apply for temporary residency, which is valid for two years, or permanent residency, which is valid for ten years and renewable. Permanent residency provides access to a Paraguayan identity card. To maintain rights under the Mercosul agreement, applicants must begin the permanent residency process 90 days before the temporary permit expires.

Relocating to Paraguay is often driven by searches for new business, work, or lower living costs. However, the process requires specific documentation, including apostilled birth and criminal record certificates, proof of regular entry, and payment of migration fees. Migrants must also manage tax obligations in both Brazil and Paraguay.
