Paraguay urged to implement Inter‑American Court ruling on murdered journalist Santiago Leguizamón

The family of Paraguayan journalist Santiago Leguizamón, killed in 1991, has called on the state to fully comply with the Inter‑American Court of Human Rights' ruling that holds Paraguay responsible for failing to investigate the murder and for violating the journalist's rights to life and freedom of expression. The family, together with the Paraguayan Journalists' Union and the Human Rights Coordinating Body, demanded the reopening of the criminal investigation, the passage of a law protecting journalists and human‑rights defenders, and the strengthening of the Journalists' Safety Roundtable, among other reparations.

Paraguayan authorities announced a public act of acknowledgment of international responsibility on July 27, but the family says a proposal to hold the ceremony at the murder site was rejected and key structural reforms remain pending. The court‑ordered measures also include a fund for prevention and assistance programs and the reinstatement of a national journalism prize bearing Leguizamón’s name.
