Latin American legislatures debate 2027 budgets and social reforms
Legislative bodies across Latin America are engaged in significant budgetary and social policy debates. In Costa Rica, the Legislative Assembly has begun discussions on a 2027 national budget exceeding $27 billion, which includes proposed cuts to universities, the judiciary, and social programs. Meanwhile, in Paraguay, a bicameral commission has proposed reallocating approximately $28.7 million from debt payments to fund salary increases for Ministry of Health employees and other social services.
In Panama, President José Raúl Mulino has sanctioned Law 746, which expands benefits and discounts for retirees and senior citizens on health products, medical services, and specialized equipment. In the Dominican Republic, the Ministry of Labor is working with lottery business owners to integrate workers into the Dominican Social Security System and improve workplace sanitary conditions.
Other regional developments include the presentation of Ecuador’s 2027 budget proposal, which projects a 2.5% GDP growth and a reduced fiscal deficit. In Bolivia, the 2027 state budget is expected to decrease by 1.5% due to economic losses from protests. In Peru, Parliament has approved the 2025 General Account of the Republic after a twelve-year hiatus, following recommendations from the Comptroller General regarding transparency and stalled public works.
