Paramaribo urban program moves toward establishing parking authority

The foreign firm IOC-Partners is tasked with preparing a report for the Paramaribo Urban Rehabilitation Program (PURP) regarding the establishment of a new parking authority for Paramaribo, Suriname. The report is due by December 2026. A delegation from IOC-Partners has recently conducted consultations with various Surinamese institutions and met with Vice President Gregory Rusland to gather advisory input for the project.

The development of the parking authority is a component of the broader PURP initiative, which aims to revitalize the socio-economic aspects of Paramaribo’s historic center and preserve its built heritage. The program is funded by a US$20 million loan from the Inter-American Development Bank (IDB) and is managed through the Ministry of Education, Science, and Culture. The initiative has also received EU subsidies for climate adaptation and has expanded into a second phase, PURP II.

While the authority is intended to improve urban mobility and accessibility within the UNESCO World Heritage site, some critics express concern regarding government priorities. There are questions about whether the focus on administrative restructuring for parking addresses the immediate economic challenges and daily needs of citizens, or if it risks creating an additional layer of bureaucracy.
