Paraná achieves 72% homicide clearance rate, exceeding national average
Paraná has recorded an average homicide clearance rate of 72% between 2020 and 2023, significantly surpassing Brazil's national average of 40%. According to the 'Diagnóstico sobre a Investigação de Homicídios no Brasil' published by the Instituto Sou da Paz, Paraná is recognized alongside the Distrito Federal and Rondônia for its effective investigative practices.
Key factors contributing to this performance include goal-oriented management, territorial specialization, institutional prioritization, and the integration of police investigations with forensic services. The Civil Police of Paraná (PCPR) has also seen a more than 300% increase in qualified repression operations between 2019 and 2024. By September of this year, the state had conducted 975 such operations.
Strategic advancements include the new Organic Law of the Civil Police of Paraná, which established specialized units such as the State Department of Repression of Organized Crime (DRACO), the Department of Special Operations (DOESP), and the Police Intelligence Department (DIP). Additionally, five technology laboratories dedicated to combating money laundering work under the DIP to identify and de-capitalize criminal organizations.
