Paraná and Minas implement new urban mobility and parking regulations

The City Council of Paraná, Argentina, has approved a new ordinance to regulate the use of Personal Mobility Vehicles (VMP), such as electric scooters, to improve road safety and traffic coexistence. The regulation requires these vehicles to have effective brakes, functional front and rear lighting for low visibility, and an audible alert system. Users must wear approved protective helmets and reflective clothing.

Under the new rules, operators must be at least 16 years old, and those using high-performance vehicles may require a driver's license. Scooters must use bike lanes where available; otherwise, they must ride on the right side of the road without obstructing pedestrians or other vehicles. The ordinance specifically excludes mobility aids for people with reduced mobility, electric motorcycles, and regulated velocipedes.

In Minas, Uruguay, the Lavalleja Departmental Board has approved the implementation of a paid parking system, known as 'Zona Azul,' in the city center. The designated zone is bounded by Aníbal del Campo, Claudio Williman, Juan Antonio Lavalleja, and Brígido Silveira streets. The system will operate on business days from 9:00 to 17:00. Drivers will be required to purchase tickets for 30-minute or one-hour increments, with a five-minute grace period allowed after the ticket expires.
