Paris and Dakar finalize security cooperation for 2026 Youth Olympic Games

Senegal's Minister of the Interior and Public Security, Mouhamadou Makhtar Cissé, completed a four‑day working visit to Paris on 25 June 2026, culminating in the signing of an administrative arrangement with French Interior Minister Laurent Nunez. The pact establishes an operational security framework for the Youth Olympic Games in Dakar, covering crowd‑management, criminal‑intelligence and cyber‑security measures, and enables the exchange of specialized units and surveillance technology between the two capitals.

The agreement also broadens cooperation on territorial administration, aiming to modernise Senegal's prefectural and regional governance, improve civil‑rescue planning and enhance training for local officials. The talks followed earlier high‑level exchanges, including a meeting between French Foreign Minister Jean‑Noël Barrot and Senegalese counterpart Cheikh Niang in Paris and a discussion between President Bassirou Diomaye Faye and President Emmanuel Macron at the Africa Forward summit in Nairobi.
