Paris court rapporteur recommends annulling expulsion of Algerian influencer

A public rapporteur at the Paris Administrative Court has recommended the annulment of expulsion orders against Boualem Naman, an Algerian national known on TikTok as ‘Doualemn’. The magistrate also requested the restitution of Naman’s residency permit.

The recommendation follows a legal challenge against an expulsion order issued in early 2025. The rapporteur argued that the order was ‘tainted by irregularities,’ specifically citing the ‘incompetence of the Minister of the Interior’ to issue such an order based on the specific offense for which Naman was convicted.

Naman, a 61-year-old cleaning agent, was previously convicted of ‘incitement to violence’ after a TikTok live stream in which he called for physical violence against a political opponent in Algeria. While the Ministry of the Interior argued his actions could align with the definition of terrorism, the rapporteur noted that while his remarks were ‘grave and condemnable,’ they did not constitute a ‘terrorist enterprise’ and were isolated incidents in an otherwise peaceful life.

Naman has been under house arrest for over a year following a period in administrative detention. His expulsion to Algeria was previously blocked because the Algerian government refused to accept his return, leading to his repatriation to France.
