Paris mandates helmets and reflective gear for electric scooter users

Authorities in Paris and its surrounding suburbs have implemented new safety mandates for users of personal motorized mobility devices, including electric scooters, hoverboards, and monorails. A prefectural decree now requires all operators to wear a helmet and high-visibility or retro-reflective clothing at all times.

These measures follow a significant rise in accidents. Data indicates that in 2025, 79 people died using such devices, and approximately 1,100 users were seriously injured, marking a 33% increase in serious injuries compared to 2024. Non-compliance carries heavy fines: 135 euros for lacking a helmet and 35 euros for not wearing a reflective vest.

The regulations have sparked debate. While some users support the safety benefits, others, such as the association EVAD in Dijon, express concern that mandatory helmet laws might discourage cycling and active mobility by framing it as an inherently dangerous activity. Meanwhile, in regions like La Réunion, local advocates are calling for similar protections following fatal accidents involving scooters.
