Parisian authorities crack down on illegal rentals and rent cap violations

Authorities in France are intensifying enforcement of housing and rental regulations. In Paris, a property owner was issued a record fine of 110,000 euros for the illegal short-term rental of a 33-square-meter studio via platforms such as Airbnb and Booking. The studio, located in the 8th arrondissement, reportedly generated over 271,000 euros in revenue between 2021 and 2025, far exceeding the legal limits for primary residences. The court ruled the activity constituted an unauthorized change of use and ordered the property to be returned to residential use.

Separately, data from the association CLCV indicates widespread non-compliance with rent control measures in certain regions. In Seine-Saint-Denis, approximately 44% of rental listings exceed the legal rent ceiling, with small surfaces of 14 square meters or less being particularly affected. Landlords found in violation of rent caps face fines of up to 5,000 euros, while companies can face penalties of up to 15,000 euros. Violators may also be required to lower their rents and reimburse tenants for overcharged amounts.
