Park Kyun-taek disputes claims of personnel stagnation in Lee administration

Analysis of data from the Ministry of Personnel Management indicates that claims of personnel stagnation within the Lee Jae-myung administration are incorrect. According to Representative Park Kyun-taek of the Democratic Party of Korea, the number of promotions to the senior civil service has increased, and the time required for promotion has decreased.

In the first half of this year, 244 officials were promoted from grade 3 to the senior civil service. This trend suggests that annual promotion numbers may exceed those of the previous Yoon Suk-yeol administration, which saw 282 and 309 promotions in 2023 and 2024, respectively. The average time required for promotion has also dropped from 8 years and 7 months under the previous administration to 8 years under the current government.

Additionally, the data shows an increase in female representation within the senior civil service. The proportion of women in these roles rose from 12.9% in 2024 to 17.1% as of June this year, following 58 female promotions in the first half of the year.
