Parliament of Andalusia: PP and Vox suffer first defeat

The PP and Vox parties experienced their first parliamentary defeat in the Parliament of Andalusia. Despite holding a combined 68 of the 109 seats in the regional chamber, their non-binding legislative proposals regarding Ceuta were blocked.

Left-wing groups, including the PSOE, Adelante Andalucía, and Por Andalucía, successfully vetoed the proposals by citing parliamentary regulations. They argued that because the issues raised—specifically regarding Spanish sovereignty over Ceuta, Melilla, and various islands in relation to Morocco—fall under the jurisdiction of the national government rather than the regional administration, the proposals required support from at least three parliamentary groups or two-thirds of the deputies to proceed to debate.
