Senegal budget deadlock: PASTEF rejects 2026 revised finance bill

The ruling PASTEF party has rejected Senegal's 2026 amended finance bill (LFR) in the National Assembly's Finance Commission, sparking a political standoff with the government. The party, which holds 130 of the 165 parliamentary seats, argues that the budget lacks transparency and threatens social programs, energy subsidies, and critical infrastructure projects, such as the construction of a second hospital in Saint-Louis.

Prime Minister Ahmadou Al Aminou Lô defended the revisions, citing a 340 billion FCFA drop in expected revenues and a 540 billion FCFA increase in expenditures, particularly for energy subsidies and national security. The government stated that the bill includes a 555 billion FCFA reduction in investment credits, characterizing these as postponements to 2027 rather than permanent cancellations.

As a decisive plenary vote approaches on October 27, the Prime Minister has proposed a meeting with the National Assembly president to seek a compromise. Meanwhile, economists warn that the legislative impasse could send negative signals to international partners and the IMF during ongoing financial negotiations.
