Paul Whelan and Rep. Haley Stevens propose bill for wrongfully detained Americans

Representative Haley Stevens and Paul Whelan are introducing a new bill designed to provide financial compensation to Americans who have been wrongfully detained abroad. The legislation, named in Whelan’s honor, aims to assist citizens in rebuilding their lives after returning to the United States.

Whelan, a Marine veteran who was detained in Russia for over five years, has highlighted the severe financial hardships faced by former detainees, including the loss of housing, employment, and health insurance. The proposed bill would provide a lump-sum payment to help individuals manage issues such as lost income, back taxes, and late fees incurred during their captivity.

According to the legislation, the necessary funds would be sourced from unobligated balances within the Department of Justice Assets Forfeiture Fund.
