Philippines advances Pax Silica semiconductor and AI industrial hub
The Philippines is advancing its participation in Pax Silica, a US-led international initiative involving approximately 23 countries aimed at strengthening global semiconductor and artificial intelligence supply chains. The project is set to be developed on a 1,619-hectare site in New Clark City.
To address concerns regarding high energy consumption, the Bases Conversion and Development Authority (BCDA) clarified that the development will prioritize semiconductor and industrial activities over hyperscale data centers. According to BCDA President Joshua Bingcang, any data centers on-site would primarily serve local semiconductor companies rather than global customers. The project's first phase, covering roughly 500 hectares, is expected to begin within three to five years, with full development projected to span 30 years.
The Department of Information and Communications Technology (DICT) views the initiative as part of a broader National AI Infrastructure Master Plan. The agency aims to attract $30 billion in investments and reach 1.5 gigawatts of data center capacity by 2033. While supporters argue the project will position the Philippines to benefit from the growing AI economy, critics have raised concerns regarding environmental impacts on land, water, and electricity, as well as national sovereignty and the country's role in the value chain.
