PBL nitrogen report sparks debate over livestock reduction

The Netherlands' Planbureau voor de Leefomgeving (PBL) has released a report on the government's nitrogen plans, sparking conflicting reactions from agricultural and environmental organizations.

LTO Nederland has rejected the PBL's suggestion that a forced reduction in livestock numbers may be necessary to meet 2035 nitrogen emission targets. LTO describes the concept of 'generic reduction' as 'unacceptable' and 'meaningless,' arguing that the report fails to account for various mitigation measures and regional approaches. The organization is calling for more choice for farmers and urging the government to prioritize the 20 billion euro nitrogen fund for supporting emission-reducing measures.

Conversely, environmental groups including Natuurmonumenten and Natuur & Milieu view the PBL findings as a confirmation of the necessity of the government's nitrogen package. They describe the measures as a 'minimum' requirement to achieve nature restoration and to resolve the nitrogen crisis. These organizations emphasize that the package is essential for providing clarity to farmers, housing developers, and nature conservationists alike.
