Peace Council warns of Gaza ‘point of no return’ amid disarmament plan

Nikolai Maladinov, the High Representative for the Peace Council, has warned of a ‘point of no return’ if the ceasefire in the Gaza Strip collapses. Speaking at a UN Security Council session, Maladinov stated that Gaza cannot endure another catastrophe and that a total collapse of the ceasefire would leave no roadmap or infrastructure for reconstruction.

In what has been described as a ‘historic breakthrough,’ Hamas and other armed factions have reportedly agreed for the first time to surrender their weapons and transfer civil and security governance to a UN-recognized Palestinian transitional administration. The Peace Council’s 15-point roadmap includes the disarmament of all weapon categories—including heavy weaponry, manufacturing sites, tunnels, and personal arms—with the National Committee for Gaza Management serving as the sole authority for arms control.

The plan outlines a phased, reciprocal Israeli withdrawal that is contingent upon the verified disarmament of factions. While the Gaza management committee is reportedly ready to deploy plans for policing and public services, Maladinov noted that several issues regarding the implementation of the roadmap remain outstanding. He also criticized current restrictions on humanitarian shelter materials and called for an immediate end to civilian targeting.
