Argentina energy and mining sectors face labor and regulatory tensions

In Argentina, industrial tensions are rising across the energy and mining sectors in Chubut and Santa Cruz.

In the Chubut province, operations at the Manantiales Behr oil field operated by PECOM have faced paralysis. The conflict involves the Truckers Union and oil workers, centered on the implementation of new technology—specifically a tray system for transporting pipes. While some workers fear the automation will displace over 80 jobs, union leaders like Jorge Ávila have characterized the disruption as a ‘lockout patronal’ (employer lockout) driven by transport company owners disputing service rates rather than a purely labor-based grievance.

Simultaneously, in Santa Cruz, the provincial government has entered a period of heightened scrutiny with the mining company Newmont. Following inspections at the Cerro Negro site, officials reported safety and hygiene violations, including unauthorized vehicles and operational risks. The government has ordered several task cessations and is considering site closure if conditions do not improve. In response, provincial authorities and Newmont have agreed to a work agenda to address security, environmental compliance, and local employment opportunities.
