Portugal: PS signals abstention to secure 2027 State Budget

Portuguese Prime Minister Luís Montenegro has secured a path to pass the 2027 State Budget following assurances to the Socialist Party (PS). PS Secretary-General José Luís Carneiro announced his intention to propose an abstention in the upcoming vote, a move Montenegro described as a “significant signal” for political stability. This agreement follows negotiations regarding constitutional revision, with Montenegro promising to include the PS in the process and appointing Paulo Mota Pinto to lead the PSD's working group.

The political development comes amid economic challenges, as the inflation rate in Portugal rose to 3.6% in September, driven largely by fuel costs. While the Minister of Economy acknowledged inflation as a negative factor, he noted positive indicators such as rising real wages and growing exports. Opposition parties have reacted with varying degrees of criticism. The Chega party accused the PS of effectively “governing together” with the PSD, while the Livre party criticized the government's proposed changes to urban rental laws and argued that the PS's support for the budget lacks real concessions for the public.
