Spain launches CASA47 public housing portal amid regulatory scrutiny
The Spanish government has launched CASA47, a new state entity and digital portal designed to manage public housing and improve accessibility. The platform initially offers approximately 800 properties, with plans to add 1,500 more across the country. Rental costs through the program are capped at 30% of a household's income. The initial rollout excludes major cities like Madrid and Barcelona, as well as the Canary Islands.
The launch has faced immediate challenges. The Ministry of Housing removed an interactive map from the platform following criticism regarding its depiction of Morocco and Western Sahara. Additionally, the Rental Observatory has raised concerns regarding potential regulatory infractions in the listings, noting missing energy efficiency labels and insufficient information on rental indices.
On a broader scale, the European Commission is preparing a new Affordable Housing Law. This regulation aims to provide legal frameworks for municipalities to restrict short-term tourist rentals and the purchase of second homes in high-pressure housing markets, provided they can demonstrate a negative impact on local affordability over at least three years.
