U.S. authorities seize $2.8M in biodiesel shipments destined for Cuba
U.S. federal authorities have seized 90 shipments of biodiesel destined for Cuba, valued at approximately $2.8 million. The enforcement operation, conducted by Homeland Security Investigations, U.S. Customs and Border Protection, and the Department of Commerce, targeted fuel intended for ENETEC S.A., a Havana-based state-owned fuel wholesaler sanctioned by the U.S. Treasury Department.
The seized shipments consist of more than 600,000 gallons of biodiesel. Specifically, 71 shipments containing roughly 496,000 gallons were intercepted at Port Everglades, Florida, while 19 shipments containing approximately 119,000 gallons were detained at the Port of Houston, Texas.
Cuban Vice Foreign Minister Carlos Fernández de Cossío criticized the actions, labeling the U.S. threats of retaliation against fuel exporters as illegal and characterizing the interception of vessels in international waters as “piracy and pillage.” He maintained that fuel imports by both state and private entities in Cuba are legal under international law.
Separately, reports indicate that Pemex has suspended reporting oil and gasoline shipments to Cuba following U.S. energy sanctions, though analysts suggest this may not necessarily mean all shipments have ceased. Meanwhile, despite the blockade, U.S. solar module exports to Cuba have seen a significant increase in 2026.
