Pemex seeks to expand private sector partnerships via mixed contracts

Pemex is actively seeking to expand its strategic partnerships with the private sector to modernize its production chain and ensure growth. Director General Juan Carlos Carpio Fragoso announced that the company intends to accelerate the implementation of mixed contracts, utilizing the legal frameworks provided by the Pemex Law to go beyond standard hydrocarbon legislation.

These collaborative models are designed to share risks, costs, and benefits while ensuring the state maintains control over public interest. The proposed areas for private involvement span the entire value chain, including deep-water exploration, seismic development, new extraction technologies, the National Refining System, petrochemicals, and logistics such as storage and infrastructure maintenance.

To facilitate this transition and address industry concerns, Pemex plans to establish strategic and operational working groups to resolve debt issues and define customized contractual schemes. The company reported revenues of 876 billion pesos for the first half of 2026, and ten mixed contracts have been signed to date.
