Penang government suspends ANPR parking enforcement system

The Penang state government has ordered an immediate suspension of the automated number plate recognition (ANPR) system used to identify parking violators and issue instant fines. Chief Minister Chow Kon Yeow stated that the decision follows discussions with state leaders and a commitment to listen to public feedback to ensure policies protect the interests of Penang residents.

The system, which has been in operation since April last year, utilizes vehicles to cross-check license plates against the Road Transport Department (JPJ) database. When a violation is detected, a compound fine notice is issued immediately using owner details from the JPJ records. Reports indicate the system has recorded between 7,000 and 10,000 parking violations per month.

Local authorities, including the Penang Island City Council (MBPP) and the Seberang Perai Municipal Council (MBSP), have been instructed to halt the implementation while the details of the system are reviewed.
