Penang Hospital emergency department faces high non-critical patient volume

Penang Hospital’s emergency and trauma department is experiencing significant congestion, with over 70% of its daily patients classified as non-critical or non-emergency cases. Data from January to July 2026 indicates that 32.99% of patients were non-emergency cases and 40.06% were Green Zone (minor) cases, totaling 73.56% of the department's workload.

State health committee chairman Daniel Gooi reported that the department handles an average of 300 cases per day. Only 7.14% of cases required immediate Red Zone treatment, while 19.81% were classified as semi-critical Yellow Zone cases. Gooi noted that the hospital cannot turn patients away due to a “no-wrong-door” policy, despite the facility serving as a specialist referral centre for the entire northern region.

To address waiting times and congestion, the state government is considering working with the Health Ministry on pilot projects to improve primary healthcare services. Measures already in place include extending the operating hours of high-capacity clinics, such as those in Bayan Baru, Seberang Jaya, and Urban Transformation Centres in Komtar and Penang Sentral, to encourage patients with minor conditions to seek treatment outside of hospital emergency departments.
