Pennsylvania AG Bars Contractor Murillo Sousa, Closes Six Companies

A settlement resolving a lawsuit filed in April 2023 by former Attorney General Michelle Henry requires home‑improvement contractor Murillo Sousa and six of his companies to pay a $200,000 penalty, dissolve the businesses and permanently cease operating any home‑improvement ventures in Pennsylvania. Sousa and anyone acting on his behalf are barred from seeking contractor registration in the state.

The lawsuit alleged that Sousa accepted large payments from Philadelphia‑area clients, failed to obtain required permits, violated building codes, improperly installed windows and doors, punctured a gas line, caused roof leaks and abandoned projects unfinished. One consumer reportedly paid nearly $40,000 for a renovation that was left incomplete. The affected entities include Max Contractors Inc., MPS Home Improvement LLC, Skyline Contractor Imperium LLC, Clean Future General Construction LLC, LMN General Construction LLC and Easy Way Construction LLC. Attorney General Dave Sunday said the settlement protects Pennsylvania consumers and provides an avenue for victims to seek restitution. The federal Occupational Safety and Health Administration previously cited Max Contractors for serious fall‑hazard violations in 2021.
