Pennsylvania House passes kratom regulation and tax bill

The Pennsylvania House has unanimously approved a bill to establish the state’s first regulations for natural kratom. The legislation bans the sale of synthetic kratom and imposes a 12% tax on natural kratom sales.

Sponsored by Representative Bridget Kosierowski, the bill requires all sellers to register with the state and prohibits sales to minors. It also mandates labeling that verifies the product is natural and includes a disclosure stating that the federal government has not evaluated the substance's safety.

Revenue from the new tax and registration fees will be directed into a new state Kratom Regulatory Fund. Legislative analysis estimates the 12% tax could generate $4.4 million in its first full year, alongside an additional $241,000 in sales tax. The bill now moves to the Senate for consideration.
