Pennsylvania implements new permitting standards for data centers

Pennsylvania Governor Josh Shapiro has issued an executive order establishing new standards for data center development to balance economic growth with community concerns regarding energy use and infrastructure. Under the new framework, data center projects with a peak demand exceeding 25 MW can receive preferential permitting treatment if they adhere to the Governors Responsible Infrastructure Development (GRID) standards.

To qualify for faster state permitting reviews, developers must commit to specific power supply, environmental, and cost-responsibility requirements. This includes sourcing electricity from new power supplies, such as firm clean power. The order aims to ensure that large-scale projects contribute to infrastructure development rather than straining existing resources.

The move follows significant industry activity in the state, including a $22 billion investment from Amazon. While the administration seeks to keep Pennsylvania competitive for business and job creation, the rapid influx of proposals has led to local opposition in various communities concerned about electricity consumption and quality of life.
