Pennsylvania lawmakers target speculative data center proposals

The Pennsylvania House Energy Committee has approved a bill aimed at filtering out speculative data center proposals. The legislation would require developers to provide proof of electrical service applications and payment of associated fees to distinguish serious projects from those intended merely to secure land or funding.

Democratic Representative Kyle Donahue, the bill’s sponsor, stated the measure is designed to “separate the real from the fake,” noting that municipalities are being overwhelmed by applications. This comes as Governor Josh Shapiro recently characterized much of the state’s data center industry as speculative, noting that many proposals may never be built.

In Hazle Township, local resistance to data center development has manifested through residents rejecting financial incentives. Developer NorthPoint Development offered $10,000 to each of the township’s 4,500 households to support a proposed project in the Pocono foothills. Despite the total offer equaling $45 million, many residents have declined, citing concerns over noise, light pollution, and the potential impact of the AI boom on local employment.
