Pennsylvania mail ballot requests and distribution face delays

Mail-in ballot activity in Pennsylvania shows shifting trends ahead of the upcoming election. Data indicates that 2 million voters have been approved for mail ballots, a figure trailing totals from the 2022 and 2024 election cycles. While Republican mail requests have increased by 11% compared to 2022 levels, Democratic requests have decreased by 14%.

In Westmoreland County, election officials reported delays in the distribution of blank ballots. Election Bureau Director Scott Ross attributed the setback to NPC Inc., a private company hired to process and distribute the ballots, which was approximately one week behind schedule. Despite these delays, officials noted that the U.S. Postal Service has not been responsible for the mailing lags.

Voter confidence remains a factor following legal disputes over executive orders regarding the U.S. Postal Service and election mail standards. Although the U.S. Supreme Court ruled in mid-September that certain directives could not take effect for the 2026 election, polling suggests a drop in Democratic confidence regarding the timely delivery of election mail.
