Pennsylvania noncitizens charged with election crimes

The U.S. Department of Justice has charged four noncitizens with election-related crimes in Pennsylvania. The individuals involved include Cliff Sanon, Dilea Ochoa-Perez, Sade Guppy, and Eduardo Gallardo Maldonado. According to federal prosecutors, two of the individuals are described as illegal aliens, while the other two are lawful permanent residents.

Cliff Sanon, a Haitian national residing in Philadelphia, faces charges for allegedly submitting eight fraudulent voter-registration applications, including one in February 2026. Prosecutors further allege that Sanon voted in the November 2022 election. If convicted, Sanon faces a maximum of five years in prison, a $250,000 fine, and one year of supervised release.

The remaining three cases involve allegations of voting by individuals who were not U.S. citizens. These charges were announced shortly before the 2026 midterm elections.
