Pennsylvania to enforce strict vape product directory rules
Pennsylvania is implementing stricter oversight for nicotine-containing electronic cigarettes under Act 57 of 2025. Starting October 19, 2026, any nicotine vape products not included in the state’s official Electronic Nicotine Delivery System (ENDS) directory will be ineligible for retail sale.
Under these new enforcement rules, unlisted products may be treated as contraband and subject to seizure, forfeiture, and destruction. The ENDS directory, established by the state Attorney General, serves as a certification tool containing details on manufacturers, brands, and flavors.
Retailers and wholesalers have been navigating a 120-day transition period to sell through or remove non-compliant stock. Some local retailers have already begun preemptively removing products to avoid legal issues, leading to concerns among small business owners regarding inventory shortages and the viability of their shops.
