Pennsylvania Turnpike faces $229 million toll revenue loss
An audit has revealed that the Pennsylvania Turnpike Commission lost at least $229 million in uncollected or unbillable tolls between June 2024 and May 2025. The deficit is attributed to systemic financial failures, internal accounting gaps, and difficulties in securing payments from drivers following the full transition to electronic tolling in 2020.
To address these losses, the Commission planned a pilot program to send text message toll reminders to drivers. However, the initiative has been paused due to cybersecurity concerns, as experts warned that official messages could be indistinguishable from phishing scams. Consequently, the agency must continue relying on traditional mail, which is slower and less effective at recovering debt.
Auditor General Timothy L. DeFoor issued 19 suggestions to improve the agency’s financial status, including implementing online payment platforms like Venmo and Cash App and exploring ways to impact credit scores for non-payment. The Commission is also scheduled to implement annual toll increases starting in 2027 to manage its significant debt and fulfill state funding requirements for roads and bridges.
