Pennsylvania wildlife agencies face budget shortfalls amid new access strategy
Pennsylvania’s fish and wildlife agencies are navigating both strategic expansion and significant financial challenges. The Pennsylvania Fish and Boat Commission and the Department of Conservation and Natural Resources have launched a collaborative statewide strategy to enhance public fishing and boating access. This blueprint aims to help state agencies and local partners, such as nonprofit groups and local governments, develop and improve access to the state’s 85,000 miles of rivers, streams, and 4,000 lakes.
However, an independent review by the Wildlife Management Institute warns of severe fiscal instability. The report projects that the Fish and Boat Commission could face a $162.6 million deficit between fiscal 2025 and 2034, potentially exhausting its reserves. Similarly, the Pennsylvania Game Commission faces a projected $476.8 million cumulative shortfall over the same period. To address these unsustainable spending trends, the institute has recommended 20 actions, including consolidating administrative units and reducing the combined workforce by approximately 17%, or 221 positions, to save an estimated $34 million annually.
