Pentagon expands 1260H list targeting Chinese technology firms
The U.S. Department of Defense has expanded its 1260H list, a registry of companies identified as having links to the Chinese military. The updated list now includes 188 entities, following the addition of 65 new companies and the removal of 10 that have ceased U.S. operations.
The expansion marks a strategic shift toward targeting civilian commercial giants, including Alibaba, Baidu, BYD, NIO, and WuXi AppTec. U.S. officials state this move aims to counter China’s military-civil fusion strategy, which utilizes private sector innovations in artificial intelligence, cloud computing, electric vehicle batteries, and biotechnology for military advancement.
While being listed does not trigger an immediate general trade ban, it mandates procurement bans for the U.S. military and requires defense contractors to audit their global supply chains. Furthermore, the designation may influence future Treasury Department investment restrictions. Several affected companies, including WuXi AppTec and Alibaba, have initiated legal challenges to contest the findings.
