Pentagon planning deep-cover spy program for economic warfare

The Pentagon is reportedly developing a clandestine intelligence program designed to conduct economic warfare against China and other strategic competitors. According to reports from The Washington Post and Politico, the initiative involves deploying American operatives under “non-official cover” (NOC). These agents would work undercover as businesspeople or private-sector employees to maintain no visible ties to the United States government.

The program is currently in the planning stages and is not yet operational. It is being overseen by Tom Rakusan, a former CIA official who served as the agency’s deputy director of operations. Rakusan is currently a senior adviser to Deputy Defense Secretary Steve Feinberg. The initiative involves experts from various military branches, the Office of the Under Secretary of Defense for Intelligence and Security, and former CIA personnel.

In a related development, reports indicate the establishment of the Technology Support Office (TSO), an elite agency focused on the covert disruption and sabotage of foreign technological programs deemed threats to U.S. military superiority. This office, reportedly led by Feinberg and Rakusan, aims to conduct activities such as cyberattacks, supply chain disruption, and disinformation operations.

The Pentagon has officially denied the existence of the economic spying initiative, with a spokesperson stating that the claims are based on inaccurate information.
