Pentagon report: U.S. strikes in Yemen killed 153 civilians in 2025
A Pentagon assessment revealed that U.S. military operations in 2025 killed 153 civilians and wounded 243 people. All recorded casualties resulted from three specific airstrikes conducted in Yemen during April 2025 as part of Operation Rough Rider, aimed at targeting Iran-backed Houthi militants.
The deadliest of these strikes occurred at the Ras Isa fuel port, which killed 80 civilians and injured 171. Other strikes targeted areas near the capital, Sanaa, and in the Saada province. U.S. Central Command stated the operations were intended to disrupt Houthi revenue and fuel sources rather than harm civilians.
This casualty count represents a significant increase from 2024, when the Pentagon reported only two civilian deaths and two injuries. As of February 2026, U.S. Central Command is still assessing 15 additional reported incidents in Yemen.
Independent monitoring groups have disputed the official figures. Airwars estimates at least 258 civilian deaths, while the Yemen Data Project has reported 238 deaths and 467 injuries. Additionally, the Pentagon report did not include casualties from U.S. military strikes against suspected drug-trafficking vessels in the Caribbean and Eastern Pacific.
