Pentagon reviews nuclear strategy to expand presidential options
The Pentagon is reviewing United States nuclear strategy to expand the range of options available to the President during a nuclear contingency. Under the oversight of Under Secretary of Defense for Policy Elbridge Colby, the review aims to increase the president’s ‘decision space’ by emphasizing limited nuclear options alongside existing strategic capabilities.
Colby has advocated for these intermediate capabilities to provide a middle ground between inaction and full-scale nuclear war. He expressed particular concern regarding regional conflicts where nuclear weapons might be used locally and subsequently escalate, noting that such scenarios are a significant concern compared to a mass attack on the U.S.
The reassessment is driven by the modernization of China’s nuclear arsenal and the continued maintenance of large strategic nuclear forces by Russia. The effort is being conducted as a nuclear strategy review rather than a formal Nuclear Posture Review, focusing on integrating nuclear capabilities with conventional forces and broader defense strategies.
