People’s Bank of China to expand financial market access for foreign investors

Pan Gongsheng, Governor of the People’s Bank of China (PBOC), has pledged to further open China’s financial markets to international investors. Speaking at the annual meetings of the International Monetary Fund and the World Bank, Pan emphasized the potential for yuan assets to serve as a tool for global diversification amid rising geopolitical risks and economic uncertainty.

Key initiatives include promoting the use of yuan bonds as eligible collateral in global markets, strengthening cross-border financial infrastructure, and supporting offshore yuan trading hubs such as Hong Kong, Singapore, and London. The central bank also intends to expand risk management tools to facilitate easier investment and financing for non-residents.

Addressing global economic stability, Pan noted that imbalances cannot be corrected through exchange rate adjustments alone and must account for capital flows and financial channels. He also warned of risks stemming from geopolitical conflicts and potential valuation corrections in artificial intelligence-related assets. Domestically, Pan reaffirmed that the PBOC will maintain a moderately loose monetary policy to support steady economic growth and encouraged a shift from export-led growth toward domestic consumption.
