Pergaminhoflash faces irregularities in Portuguese press distribution tender

The Portuguese government's three-million-euro public tender to subsidize daily newspaper distribution in the country's interior is facing scrutiny. A jury reviewing the proposals has identified irregularities in the bid submitted by Pergaminhoflash Distribuição, Unipessoal Lda. The company has been notified of an incomplete European Single Procurement Document and uncertainty regarding whether its manager has the sole authority to bind the company.

Pergaminhoflash has been given until Monday, August 17, to rectify these formal irregularities. The tender currently involves two main operators: the newly formed Pergaminhoflash and VASP, which is the current provider responsible for national distribution.

In a formal right of reply, Pergaminhoflash has contested previous reports regarding its corporate structure and financial history. The company denied claims that it was created specifically to bypass legal or tax issues associated with its parent entities and refuted assertions made by the owner of VASP, who suggested that Pergaminhoflash's involvement could lead to industry-wide failures.
